The UK ETS Scope Expansion: Maritime Sector Consultation

On 23rd January 2025, ADBA submitted its response to UK ETS Scope Expansion: Maritime consultation. We have outlined our position on how the maritime sector’s inclusion can drive decarbonisation while supporting the growth of sustainable fuels. Our response emphasises practical solutions that work for both shipping operators and renewable fuel suppliers. 

For maritime emissions coverage, we strongly support including berthed vessels regardless of their journey type. This approach would encourage the adoption of cleaner technologies, particularly biomethane systems while creating a level playing field for all operators. We also support applying 50% carbon pricing obligations to Northern Ireland-Great Britain routes to achieve equivalence with the Republic of Ireland-Great Britain routes under the EU ETS. This will prevent market distortions and ensure fair competition across all Irish Sea routes. 

The treatment of sustainable fuels, particularly biomethane, requires careful consideration. Current proposals unfairly treat grid-transported biomethane as fossil gas, ignoring its biogenic origins. We advocate for the full zero-rating of biomethane from AD plants, recognising both its renewable energy fuel potential and its role in supporting atmospheric carbon removals. 

The Government’s proposed implementation timeline for international voyages before 2030 aligns with International Maritime Organization’s targets. However, we believe faster adoption is possible. Our sector already produces significant volumes of biomethane that could help decarbonise shipping operations sooner, supporting both UK climate goals and energy security.
