On 21st February 2025, ADBA submitted its response to the Welsh Government’s preferred policy on carbon capture, utilisation and storage consultation. We have outlined how anaerobic digestion (AD) is an important component in delivering cost-effective carbon removal while supporting Wales’s decarbonisation goals.
Our response strongly backs emission prevention over end-of-pipe solutions. AD prevents carbon emissions at source whilst generating renewable energy and biofertilisers. The treatment of biogenic CO₂ requires immediate policy attention. Current frameworks fail to recognise the fundamental difference between AD-derived and fossil-based emissions. Our December 2024 report demonstrates that AD with CCS could cut net zero costs by £415 per household annually, yet this potential remains unutilised.
We advocate for separate treatment of biogenic CO₂ in carbon markets, dedicated support mechanisms for smaller AD facilities to access CCUS infrastructure, and full recognition of AD as a leading negative emissions technology. These changes would enable Wales to accelerate its path to net zero.
